Artist Do’s artwork turning heads with a realistic yet whimsical depiction of Delhi

December 29, New Delhi: Kashmere Gate Metro Station, a gateway between the charms of Old Delhi and the modern, contemporary New Delhi, gets a new identity with a mural at Eldeco Junction. As the commuters enter the premises of the metro station, they get welcomed with artwork transcending the boundaries of time. Depicting the past, present, and the future, this 1238 sq ft of artwork portrays the changing face of Kashmere Gate over time, where one who has lived in Delhi for a long, can identify with every phase.

Kashmere Gate Metro station has stood a witness to transformation over the past few months. In November, realty developers Eldeco along with Kapoor Developers launched Eldeco Junction, the first Retail Hub of Kashmere Gate Metro. Now, to make it more vivacious, they have contracted an artist, Do, who has painted an elaborate mural on the wall adjacent to the entry gate of the station.

Nikunj aka Do, an artist based out of Delhi, has been working since 2014, while studying for a Bachelor of Visual Arts (Applied Arts) at Maharaja Sayajirao University, Vadodara. Do’s work is extremely contextual and draws on influences by studying the local characteristics of a space and its people. The artist also works together with his partner Sid aka Khatra. Together their diverse work consists of Anamorphosis Art, Graffiti, Imaginative Characters and 3D Graffiti. Independently he has worked in the projects such as St+art Mumbai & Patna with a tribute to front line workers being the latest and realized the latest commissioned digital artwork for Runwaysquare x Gucci.

This mural has created a buzz and been drawing the attention of commuters, artists, and art lovers alike. Kashmere Gate, a crossroad between past, present, and future, is depicted perfectly in this artwork showing the never-ending energy between people and the place. In the background, the artist proposes a calming landscape mindful of the gates and where they lead to the magical land of Kashmir. The treatment suggests an almost day-dreamy approach to the artwork, aiming at infusing calm and contemplation in contrast with the high level of energy of the site. The mural also includes local elements of local flora and fauna to infuse a sense of peace and offer an experience akin to a frozen moment in time within this buzzing hub.

Eldeco Junction was launched with a vision to create a family destination where people can come and enjoy some quality time along with great food and shopping. This mural adds an aspect of beauty and exquisiteness to this vision. It relates to each commuter by making them feel included in an integral proud part of the city.

The Maharashtra Real Estate Regulatory Authority (MahaRERA) may enable you to withdraw from a project if the developer has already delayed possession and you wish to leave.

In a dispute between a flat buyer, Surajkumar Rajendra Rai, and Ekta Housing over the delayed Virar project Brooklyn Park Phase IV, MahaRERA chairperson Ajoy Mehta has ordered that the developer repay the amount paid with interest after the property receives an occupancy certificate. Despite the project’s delay, the apartment buyer’s reimbursement request was denied.

Rai booked an apartment through Ekta Housing in Brooklyn Park Phase IV in April 2016 and paid the full amount of Rs 41,48,204.50, which included stamp duty, registration, and other fees. A complete return with 24 percent interest, litigation costs of Rs 50,000, compensation of Rs 5,00,000, an action for criminal breach of trust, deceit, and deception were also sought.

Due to a change in the date of ownership, the apartment owner referred to a criminal breach of trust and cheating. During the booking stage, the buyer was assured that possession will be delivered by June 2017 with a six-month extension (ie December 2017) in the event of a delay. However, when the deal was signed, the possession date was set for December 2017, with a 12-month deadline extension clause.

The ruling states that “there was a total modification of the mutually agreed conditions and the date of possession…from what was stated and promised at the time of allotting/ booking…that too unilaterally and without agreement, knowledge, authorization, or alerting the complainants.” MahaRERA took no action in response to this irregularity.

The panel noted that Ekta Housing has made no representations to rebut the complainant’s allegations.

The developer stated in its argument that the flat buyer had mortgaged the property with a bank to acquire a housing loan and that the complaint was prepared to obtain a No Objection Certificate to collect the refund from the realtor.

After hearing both sides, the Chairperson issued an order only for the refund of payment, stating, “…in view of the mitigating circumstances beyond the Respondent’s control and also to ensure that the said project is not jeopardized due to the outflow of finances and is completed keeping in mind the interest of the other buyers of the said project at large, it is directed that the said project be completed keeping in mind the interest of the other buyers of the said project at large. However, if the responder wishes to pay the same before getting OC, the term of interest calculation must be from January 1, 2019, until the date of return of the whole amount, including with the aforementioned interest.”

According to the MahaRERA website, the project’s deadline has been extended once more until January 30, 2022.

Invoking the force majeure clause in the context of the COVID-19 lockdown, the promoters of the X BKC project in Kala Nagar, Bandra requested MIG Colony’s original tenants not to deposit their cheques for the May-June period.

Citing financial problems and bad market conditions, MIG (Bandra) Realtors and Builders Pvt Ltd, part of the DB Realty group, released post-dated cheques in three instalments for a six-month hardship compensation or transit rent.

Last week the management committee was to send the second of the three cheques dated April 7 to the tenants to cover the rent dues for May and June 2020. On April 6, however, MIG (Bandra) Realtors and Builders Pvt Ltd wrote a letter to the MIG Society saying that the COVID-19 pandemic and the government imposed lockdown had severely impacted their business and hindered their ability to fulfil obligations.

“As you know the construction has come to a halt and so have the sales and collections. After the lockdown is lifted, it will take at least 60 days for the contractors and the workers to be remobilised for the construction to start again,” said the letter signed by one of the company’s directors, Pankaj Rajmachikar.

Maharashtra RERA Rules in Place to Protect Homebuyers from May 1

The Karnataka Real Estate Regulatory Authority (RERA) has provided a deadline extension for all residential buildings throughout the city, taking into account the lockdown declared by the state and the union governments. Much of the mass exodus of migrant workers who decided to return to their hometowns before the coronavirus outbreak, the continuing construction projects had come to a halt.

“The supply chains for construction materials have been affected owing to the lockdown and the workforce may have moved back to their home states. It will take some time to resume work for real estate projects throughout Karnataka under these conditions,” said the circular issued by KS Latha Kumari, secretary at K-RERA.

The authority has extended the deadline by three months for all RERA approved projects whose completion date (including the amended completion date) expires on or after March 15. The time period for all statutory enforcement pursuant to the 2016 Real Estate (Regulation and Development) Act and the rules and regulations — due in March, April and May — is extended until June 30, 2020.

“All complaints listed before the K-RERA and the adjudicating officer for hearing until April 14 have been postponed except in the urgent cases. That is to keep away litigators, lawyers and visitors from gathering together. In any situation, the next date of the hearing will be posted on the website of the authority,” the circular said.

More than 3,800 projects are currently listed under RERA. Such projects which are not registered with RERA and fail to reach their own deadline to complete the work would incur penalties from the regulatory authority.

MS Shankar, Forum for People’s Collective Efforts secretary said the extension was appropriate. “We have absolutely no objections. However, the state government would also have been considered with respect to home buyers by asking the builders not to put stress on the monthly payments,” he said.

Nirmala Sitharaman

Finance Minister Nirmala Sitharaman today introduced a new discretionary personal income tax regime and unveiled a multibillion-dollar farm, infra and healthcare package to boost the country’s economy. Emphasizing capacity building and empowering oppressed sections of the society while preserving the creators of wealth, Sitharaman said this budget would improve people’s income and purchasing power. Finance minister also increased insurance coverage from Rs 1 lakh to Rs 5 lakh for bank depositors. 

Here are the significant points from Nirmala Sitharaman’s Budget Speech:

Updated Tax Slabs:

1) New optional tax slabs: New income tax slabs will be available for those who forgo exemptions.

Tax Slab 2020

2) To simplify the tax system and lower tax rates, around 70 of more than 100 income tax deductions and exemptions have been removed.

3) Dividend Distribution Tax (DDT) abolished: Companies will not be required to pay DDT; dividend to be taxed only at the hands of recipients, at applicable rates.

4) Cash reward system envisaged incentivising customers to seek invoice.

5) 15% concessional tax rate for new power generation companies.

6) Tax on cooperative societies reduced to 22% without exemptions.

7)100% tax concession to sovereign wealth funds on investment in infrastructure projects.

8) Tax on Cooperative societies to be reduced to 22 per cent plus surcharge and cess, as against 30 per cent at present.

9)To end tax harassment, new taxpayer charter to be instituted. Tax harassment will not be tolerated, says FM.

10) Proposes to amend the Companies Act to bring criminal liability in certain areas.

11) To amend I-T Act to allow faceless appeals.

12) To launch new direct tax dispute settlement scheme — Vivaad se Vishwaas scheme.

13) Interest and penalty will be waived for those who wish to pay the disputed amount till March 31.

14) Government to look at ensuring that contracts are honoured.

15) Proposes new National Policy on Official Statistics to improve data collection and dissemination with the help of technology.

Rules of origin requirements in Customs Act to be reviewed, to ensure FTAs are aligned with the conscious direction of our policy: FM

16) Aadhaar-based verification of taxpayers is being introduced to weed out dummy or non-existent units; instant online allotment of PAN on the basis of Aadhaar.

17) Registration of charity institutions to be made completely electronic, donations made to be pre-filled in IT return form to claim exemptions for donations easily.

Affordable Housing:

Tax holiday for affordable housing extended by 1 year. Additional deduction up to Rs. 1.5 lakhs for interest paid on loans taken for an affordable house extended till 31st March, 2021.

Investment:

1) Govt plans to sell part of its holding in Life Insurance Corporation (LIC) by way of Initial Public Offering.

2) Certain specified categories of government securities will be open fully for NRIs, apart from being open to domestic investors.

3) FPI limit in corporate bonds raised to 15% from 9%.

4) Government doubles divestment target for the next fiscal at Rs 2.1 lakh crore.

5) Expand Exchange Traded Fund by floating a Debt ETF, consisting primarily of govt. securities.

Indirect Tax:

1) Customs duty raised on footwear to 35% from 25% and on furniture goods to 25% from 20%.

2) Excise duty proposed to be raised on Cigarettes and other tobacco products, no change made in the duty rates of bidis.

3) Basic customs duty on imports of news print and light-weight coated paper reduced from 10% to 5%.

4) Customs duty rates revised on electric vehiclesand parts of mobiles.

5) 5% health cess to be imposed on the imports of medical devices, except those exempt from BCD.

6) Lower customs duty on certain inputs and raw materials like fuse, chemicals, and plastics.

7) Higher customs duty on certain goods like auto-parts, chemicals, etc. which are also being made domestically.

Startups & MSME:

1) Tax burden on employees due to tax on ESOPs to be deferred by five years or till they leave the company or when they sell, whichever is earliest.

2) New Simplified return for GST from April 2020

3) Start-ups with turnover up to Rs. 100 crore to enjoy 100% deduction for 3 consecutive assessment years out of 10 years.

4) Turnover threshold for audit of MSMEs to be increased from Rs 1 crore to Rs 5 crore, to those businesses which carry out less than 5% of their business in cash.

5) App-based invoice financing loans product to be launched, to obviate problem of delayed payments and cash flow mismatches for MSMEs.

6) Amendments to be made to enable NBFCs to extend invoice financing to MSMEs.

Fiscal numbers & allocations:

1) FY20 fiscal deficit revised to 3.8% from 3.3% in the current fiscal. For FY21, fiscal target seen at 3.5%.

2) Deviation of 0.5%, consistent with Section 4(3) of FRBM Act.

3) Net market borrowing for FY20 at Rs 4.99 lakh crore; For FY21 it’s pegged at Rs 5.36 lakh crore.

4) Nominal GDP growth for 2020-21 estimated at 10%.

3) Urban local bodies to provide internships for young engineers for a period of up to one year.

Infrastructure:

1) 5 new Smart cities to be set up via PPP model.

2) Rs 1.7 lakh crore allocated to transportation.

3) 100 more airports to be set up by 2024 to support UDAN scheme.

4) Accelerated development of highways will be undertaken; Delhi-Mumbai expressway and two other projects to be completed by 2023. Chennai-Bengaluru Expressway to be started.

Village Storage Scheme:

* Will further expand on SHGs for alleviation of poverty.

On December 27, Hardeep Singh Puri, State Minister for Housing & Urban Affairs said that approximately 1.20 crore jobs have so far been generated under PMAY-Urban through forward and backward linkages to around 250 auxiliary industries including steel, brick kilns, cement, paint, hardware, sanitary etc.

According to investments made within the scheme about 568 lakh metric tonnes would be required for approved homes, roughly 178 lakh metric tonne of cement were already consumed in completed homes.

The sanctioned houses will require approximately 130 lakh tonne of steel; around 40 lakh metric tonne of steel in completed homes have already been consumed, said the minister.

He also told that 1 crore houses were already approved out of a confirmed demand of 1.12 crore houses in urban areas. In fact, there are 57 lakh houses in different phases of construction, nearly 30 lakh of which were completed.

Durga Shanker Mishra, Secretary of the Housing and Urban Affairs Ministry reported that PMAY comprised so far a range of social groups consisting of approximately 5.8 lakh senior citizens, 2 lakh building workers, 1.5 lakh local workers, 1.5 lakh artisans, 0.63 lakh differently-abled (Divyang), 770 transgender and 500 leprosy patients.

As of today, nearly Rs 60,000 crore central assistance has already been issued, the ministry said. Houses approved so far under PMAY include an investment of about Rs 5.70 lakh crore with Rs 1.6 lakh crore central assistance.

At the moment, works of about Rs 3 lakh crore are continuing and the whole activity will trigger investment of more than Rs 7 lakh crore after achieving the PMAY targets.

The Government has provided for a raising of Rs 60,000 crore, of which Rs 38,000 crore have been generated and allocated, for Extra Budgetary Resources (EBR).     

In the National Housing Bank (NHB), Government has also established an Affordable Housing Fund (AHF), with a corpus of Rs. 10,000 crore using banks/financial institutions’ priority sector lending shortfall for HFC micro-financing.

Based on the ban on construction activities in the city to tackle air pollution, builders have stated that home buyers waiting to take possession of their dream house in Delhi-NCR will need to wait for three more months.

The Environment Pollution (Prevention and Control) Authority, (EPCA) had enforced construction ban on last Tuesday, until Monday, when further decisions will be made based on the situation.

Even if the ban is lifted soon, reorganizing the workforce will become a difficult task and many of the projects already shattered by delays in the National Capital Region will have to move their timeline further, the developers stated.

“One day ban is 10 days delay, as work needs to be stopped absolutely and starting it again to the same pace will take time,” says Getamber Anand, chairman of Noida-based developer ATS Infratech. “Arranging construction workers who leave once the ban has been enforced is the greatest problem.”

“We expect the ban to result in a delay of 2-3 months,” said Parveen Jain, Vice-chairman of the National Real Estate Development Council (Naredco).

As per Anarock Property Consultant, more than 540,000 housing units are under different construction phases in NCR. Of these 200,000 units, which were released in 2013 or before, were continuously delayed. This will not affect them by the construction ban much because it has been postponed for a long time.

EPCA had previously restricted the construction and operation of hot mix and stone crushers plant from 6 pm to 6 am for the period of October 26 – 30. After which the ban extended until 10 am from October 31, this stood until November 5 when EPCA enforced a complete ban on construction.

Manoj Gaur, managing director of the Noida-based Gaur Group said, “While developers may be able to reduce the time delay, in the long run, but projects near to completion will certainly be delayed.” “If the buyer goes to the Rear Estate Regulatory Authority (RERA) in such a case, the reason for the delay by the developer’s will not be accepted.”

3D Zebra Crossings

The city traffic police intend to paint zebra crossings on various roads producing a three dimensional (3D) effect and prompt slowing down drivers. The 3D zebra crossing produces a floating effect as an optical illusion. The motorists presume that there are boxes ahead and that speed is decreased as the junctions approach.

In many European countries, these crossings are used in recent years while the Delhi City Council has taken the path to cut vehicle speeds approaching towards junctions since 2016.

“We painted ‘3D’ Zebra Crossing near our office premises and we are checking how the motorists respond when they approach it,” said Pankaj Deshmukh, Pune deputy commissioner (traffic).

He added: “The Pune Municipal Corporation (PMC) has been asked to use similar means to paint crossings on four roads. The four roads, we have identified in which the motorists tend to speed. We hope that the “3D” zebra crossings on these roads will reduce the speed of the vehicles.

The officer said that the PMC was told by the traffic police to use reflective colours when they paint the crossings to ensure that the junctions looked bright at night. “This will make the motorist slow, reduce accidents and improve the safety of pedestrians,” said Deshmukh.

The ‘3D’ zebra crossings were still in the experimental phase, according to traffic expert Pratap Bhosale. He said, “The ‘3D’ zebra crossings are not covered by specific standards. However, some reports state that the speed of vehicles has been decreased due to these new crossings.”

“In residential areas, this kind of zebra crossings can be beneficial. But it shouldn’t be on the highways,” he said.

Asian Paints has registered a growth of 35 per cent in its net profit during the quarter ending June 2018. Its profit after tax (PAT) stood at Rs 542.63crore as against Rs 400.86crore it recorded in the corresponding quarter last year.

Its net income was Rs 3,775.10crore during a said quarter, a 3 per cent rise from Rs 3,680.71crore it recorded in the similar quarter previous fiscal.

“The decorative paint business registered double digit growth in the current quarter helped to an extent by the low base of the previous year. We are seeing a continuous increase in raw materials prices and expect an inflation of almost 10% in the second quarter, said KBS Anand, managing director & CEO of the company.

The company’s revenue from paints segment increased by 3% during the said period and stood at Rs 3,660crore while the revenue from home improvement segment rose by 56% and stood at Rs 45.98crore.
